Irradiation: Horizontal or in-plane?

I want to import my measured meteorological data to PVsyst. I have in-plane (30°) irradiation data for my location, can I use them directly or I have to change them to horizontal ones?

You can import POA values in PVsyst. PVsyst will use a retro-transposition model for recreating Horizontal global and diffuse values for use in the simulation.

Please use "Database > Import ASCII meteo files", and here you have the opportunity of choosing the Plane irradiance in the importing protocol.

I have monthly irradiance data at POA for the site I'm studying, but not yet at a higher resolution.

Is it possible to take the monthly POA into account somehow in PVsyst? If so, how should I do it?

If I understand well your question, yes you should be able to generate synthetic hourly data from this monthly data. That's a standard process.

No, this is quite impossible.

There is no model for the retro-transposition to the horizontal plane in monthly values.

And no model for the synthetic generation of POA values.

Probably nobody knows how to do that.
