What exactly is meant by the term regulator in PVsyst? Are the inverters included in this term?

My question is regarding the option you get when entering the orientation settings. I am doing research for a stand alone PV-system and I am choosing fixed tilted plane and entering tilt angle and azimuth. However when i try to choose optimization regarding winter (as these months have the largest losses), this is an option I cant choose because it always pops back to summer-optimization. What can i do to dal with this problem?
