The Rs value changes after the newly created pan file is opened

Hello，When I create a new pan file according to the manufacturer's specifications, save it, and then open the file, its Rs is changing.The first image is the data from when I created a new file.The second image is the data when I reopened the file.How do I fix this?

And when I was doing a pan file for another power level, the value of Rs exceeded the maximum
