Pyranometers v/s reference cells

I have been researching this topic for quite a while now with strong arguments on both sides.

I would prefer if the answer was unbiased and based on more practical.

For measuring performance ratio (PR), plane-of-array (POA) irradiance is required. My question is, what is the correct instrument of measurement, pyranometers or reference cells?

Since our initial designs are done on PVsyst I thought it best to get an answer from here itself.
